• Qualification and Skill Gaps: Persistent issues in individual skills and youth qualification could lead to deployment failures or inadequate response in crises, as highlighted in national reports.
• Overreliance on Federal Mobilizations: Frequent deployments (e.g., to borders or urban areas) strain resources, potentially weakening state-level capabilities and raising legal risks if used for law enforcement, which is prohibited without specific authorization.
